Monsignor David Toups, S.T.D., ordained in 1997, is a priest of the Diocese of St. Petersburg in Florida and is currently the Rector of St. Vincent de Paul Regional Seminary in Boynton Beach, Florida.

Msgr. Toups attended Florida Southern College before transferring and graduating from St. John Vianney College Seminary in Miami, Florida. His theological studies were pursued at the Pontifical North American College in Rome while attending both the Gregorian and Angelicum Universities receiving his doctorate in dogmatic theology in 2004.

He has previously served in parish ministry as both parochial vicar and pastor in his home diocese; as professor and dean of students at the seminary he currently serves, and as the Director of the Secretariat of Clergy, Consecrated Life and Vocations at the United States Conference of Catholic Bishops in Washington, DC. Msgr. Toups is responsible for a number of articles and is the author of the book Reclaiming Our Priestly Character, published by the Institute for Priestly Formation in 2008 (revised 2010).
